Arrived on LMIA and now my employer is refusing to give me employment

My brother came to Canada based on LMIA from an employer in the Alberta trucking industry. But now the employer is making excuses to provide employment.

Is there anything he can do ?

Find another job supported LMIA and then apply for a closed work permit.
