As I read in earlier posts that some of the applicants from Quebec were asked by the visa office to provide proof or explanation that they intend not to settle in Quebec. I got my PER earlier this month and plan to submit my CSQ rejection letter as proof that I am no way intending to stay in Quebec. Also the person who was asked to provide such a proof quoted the body of the letter ( skim through earlier posts) and the query posed was that he has just finished 2nd year and by the time he lands, he won't finish his PhD and can't land in Quebec without CSQ. I will be done in 4-5 months and I have job offers from outside of Quebec so that's my plan to show my thesis completion and job offer plus letter of rejection from Quebec. I in reality have no intentions of staying in Quebec and want out asap.

If I am you, depending upon your level of french and time to finish the degree, will apply to Quebec and have a file opened as a back up. There are a few good counsellors at Quebec Immigration and have brains where it's supposed to be. You might get lucky. I have intermediate level french now but will not apply to Quebec again to save time and money. Last option is PEQ which is guranteed. Even CSQ is almost guranteed once you graduate. I have friends with masters who were issued CSQ. If going this way, show intentions to stay in Quebec and ask your supervisor to employ you for a while.

This is the impression that I got as well, especially after several applications got rejected precisely because they weren't awarded these previous study points.

The wording is ambiguous, and while it states that you need to have completed the program, it also explicitly mentions that "there is no need to have obtained a degree or diploma for these two years of study to earn these points".

Starting next year, however, the wording has been revamped to go as follows:

for a period of full-time study by the skilled worker, of at least two academic years in a program of at least two years in duration whether or not the skilled worker obtained an educational credential for completing a program in Canada and during which period the skilled worker remained in good academic standing as defined by the institution
So it does look like that any study period of two years would make one qualify for the 5 adaptability points.

No announcement or ministerial instructions whatsoever, and according to MI-4, the cap would be reset on the 1st unless specified otherwise by further ministerial instructions, of which there are none. So we should be able to just assume it has indeed been reset. But now the CIC officer said otherwise (local officer notwithstanding), it once again put doubts in my mind. I think there is an applicant here that applied after Nov 1, so we should just wait and see to hear his further correspondence with the CIO.

That's true asbereth. It seems to me the local officer doesn't know much and is rather disjointed from his counterparts based in Ottawa.

I think he is wrong. He may have some internal information with respect to processing. Maybe the processing is on hold, but the applications can still be sent. But it is hard to believe they would put the stream on hold and not inform us.

Well it does seem like a possible/potential increase in workload for CPP-O. But at the same time I don't think there's additional budget that Minister Kenney is going to get from the Federal Government in this current economic climate. To make sure I did a quick check with the Public Service Commission of Canada website that allows one to search for jobs within the Federal Government and its associated departments. http://jest-orae.psc-cfp.gc.ca/JEST-ORAE/advsrch.do

With minor tweaks to the advance search filter, yields only 2 jobs within whole of Canada for CIC and none of them are based in Ottawa. Sux isn't it? They are goin to stress their existing task force with this additional loads.

I did my medicals and docs update, I also renewed my passport, should I send a scanned copy of the first page only to London VO for the update or all the page of it? Do I have to courier a copy of it or the scanned copy is enough? Tnx in advance.
