Several of the applicants here actually got their medicals without getting requested for an additional bank account activities, so maybe it would be a better idea to just wait for further instructions. Or you can try contacting their call center if you have the patience

The thing is, there is no guarantee that there will still be the PhD stream next year, so in my opinion, it's probably safer to send your application the soonest you become eligible. If there is no further instruction, the cap for PhD stream will be reset at Nov 1, so if that is really the case, and you are eligible (with more than 2 years of PhD, enough number of points, and at least a continuous 1 year work experience within the last 10 years in eligible NOCs), then IMO you should apply by then.
There is, however, also an incentive to wait. Under the new regulations, most eligible PhD students would be able to get more points (since they would put more emphasis in language skills, and age if you're under 35), but we would never know if they will still keep the stream next year (actually, we don't even know if they would still keep the stream at all by Nov 1).
