Thanks guys! Yes, my application was initially rejected by Ottawa in June as they refused to give me 5 adaptability points and didn't accept my work experience oversea (due to the fact that the Human Resource Department at my former companies couldn't specify my duties in their letter)...

I think every one of us should talk to our local MP to bring up the issue. One voice might not make a difference, but hundreds will definitely make it heard.

I went to Service Ontario in downtown Toronto (777 Bay). A lady at counter #5 refused my application and gave me the eligibility assessment form. Before refusing, she was kind enough to call the head office to double check that a PER email is insufficient for OHIP.

If I were you, I would send my application with the letter from school signed on or after Sep 7. It seems that CIC has become very picky about the 2-year requirement and the attestation letter. Better safe than sorry.

They refused to give me the 5 adaptability points. However, since I also told them that I have a new Canadian relative in Canada recently, they reverted my case to PER. I have been requested medical since then.

My friend has been asked for police certificate and medical last week. He applied last December (if I remember correctly).

The worst-case scenario is that all of them are PhD dropout ;D

It seems that those 5 points can only be awarded to PhD students who had their Master in Canada. Previously, if you graduated from a Master program (in Canada) and enrolled in a PhD program right away, you wouldn't be able to apply for PR. But with the new PhD Stream, you can. But I doubt that...
