Yeah uploading the OINP certificate is not mandatory at all and neither did I submit. However I submitted it when request for uploading Schedule 4 & 4A was sent to me. You will get the request for schedule 4 & 4A very soon (usually it comes within a range of 7-10 days). Upload the nomination certificate in that time. And regarding access to ECAS, its temporarily closed for all express entry applicants and to my opinion it is of no use because you can see every step by logging in tour mycic account.
So, you are done with your part. Now wait for CIC's further instructions. Check your email and CIC account on a regular basis. Hopefully you will get your desired outcome very soon. Good Luck...

i am a banker.i have 4 years job experience in NOC code 1212, but did graduation(4 YEARS)& post graduations in international relations,. i have no college program or course in bookkeeping,accounting or a related subject is required.i have only the job experience, can i apply for express entry for noc 1212. only base on my job experience. is this job related course or degree is mandatory? if i can apply then i will try for express entry, please any one ans ware this question.thank you

as far my understanding you do not need to match your degree to your profession as long as you able to match your job description to your chosen NOC.
