Yes u can apply money water but rush things as processing may take time. Aman so is it good or bad for me the studies wud b good or not serious?

I am not sure as there is a certain date prior to which u apply for refund of tuition fee and GIC, please don't make your money non refundable act fast whatever you decide on!!!
