It has been stressed here severally: the only reason you want to write the exam is to be sure of your points for language proficiency. Otherwise, your points will be based on the VO's assessment, which may not be in your favour. At the end of the day you take the decision.

You can still apply if you have at least one year documented experience on the occupation (construction manager). By documented experience, i mean, you should be able to provide reference letter from the employer showing duties similar to those listed for this occupation on the NOC. All the best!

Not as far as i know. How they do the check remains unknown to me! My advice: Just try to fill in verifiable information. It's possible that they do random verifications. Alll the best!
