Part 18 of the Instructions states, "You must be eligible to apply for Canadian citizenship the day before you sign the application form."

I wouldnt risk myself, so I will wait until tomorrow as I was not eligible yesterday.

It actually says on the form: "Remember to make sure that you are eligible to apply for citizenship ON THE DAY BEFORE you sign this application".
Thus, it means before signing this application - you need to be eligible.

Layman terms;

Let's say today is the 11th Oct and the new rules are in effect, you are eligible in all criteria stated.
Now you have read all and filled it up as requested.
now you are going to sign it, but before you sign it, are you sure you are properly eligibles as of today?
if yes sign it.
the end.
That's what i think eitherways.. but if you want to play it safe, do it tomorrow, the forms are screwed eitherways lol

I would certainly not accept your interpretation of the plain English statement, "You must be eligible to apply for Canadian citizenship the day before you sign the application form."

As a fluent English speaker, that statement appears very clearly to mean that one must be eligible to apply for citizenship the day before the application is signed.

Yup i know, i read that as well and I'm a fluent English speaker as well. It is just the bolding of the "BEFORE" that confuses people.
Overall, the forms are rather incomplete and it is best to wait till tomorrow or when the new forms are updated.
I know it is FIFO but it's better to get everything sorted out properly.
Who knows, the forms are set to be unlocked and printable tomorrow for this reason?

Nop, send it the 15th if you want. Doesn't matter.
This thread was very specific and only applies to October 11th, 2017, the day the requirement went from 4 years to 3, and people becoming eligible while they were not on October 10, when the rules where different.
