Would I get disquailfied for CSQ if I graduate too early?

Hi, everyone!

I'm a transfer student studying in Quebec. I got 51 credit points transfered to 120 credit points 4-year degree. I'd like to take as many courses as I can to graduate fast, like in 2 years or sooner. But I just found out a requirment on the PEQ Graduate page says "Have stayed in Québec for at least half the duration of your study program", then I got confused.
I think there may be 3 different possible interpretations:

1. I need to study and live in Quebec for at least half the length of my study program(4yrs). Which means if I start my program on 09/01/2019, I need to be still living AND studying on 09/01/2021, 2yrs plus a fall semester?

2. I can graduate on 2021/5/1 because I would have all my credit points by then. But I should not leave until 09/01/2021 to finish staying in Quebec for 2 years(half the duration of your study program) to apply for a CSQ.

3. It's not about time. I finished at least half of my credit points(69+ out of 120) in Quebec. So it should be fine.

What do you think guys? Anyone graduated before halfway and still got their CSQ?
