World Education Services - ECA - Do academic transcrips also need translations?

I'm a recent Computer Science graduate from Brazil and I'm about to apply for my ECA. As it's listed on the website, WES only accepts documents that are:

• Issued by recognized educational institutions
• Issued in or translated into English
• Signed and sealed by the appropriate authorized authority

My documents will be issued in Portuguese and I will need to get it translated. So my question is, if it needs to be signed and sealed by the institution, how am I going to hire a service to translate it if it has to be sealed??? They would need to open it, and if they do so the seal would be broken and WES doesn't won't accept it if the envelope is opened! Help! lol

WES is a authority to open the sealed transcript. Please don't open by yourself.

I know I can't open it, but someone will have to if it needs to be translated. That's my point.
