I am Ugandan in Montreal on visitors visa is it possible to get a work permit without a job because I've gone to some interviews and almost made it only lacked work permit

No - you can't.

To get a work permit, you first need to secure a full time job offer from an employer in Canada and that employer needs to obtain an approved LMIA.

Any you wonder why it’s hard for some people to get a visa. You convinced them you will return and turn around and look for a job. So for everyone here who gets denied this is a reason why.
