Work permit reaching expiry, applying for PR, do I need to apply for visitor status?

I am in the PR process, but it is going to be tight. My work permit expires in 2.5 months, and I'm hoping I get an ITA in time and can apply for a BOWP. If I get these applications sent before my work permit expires, but it is rejected for whatever reason, can I still stay in Canada as a visitor. I read that to change from a worker to visitor I need to apply 30 days before my permit expires, but I will also be applying for a BOWP then. I am a British citizen so as far as I know I only need an eta to visit Canada anyway.
