work permit for 2 years,for 28000$, from PK in oil field?

Some one offers me a work permit for two years asking me to pay 28000$, it will be oil, fishery occupitions, (IN PAKISTAN) , anyone else has similar offer from any agent in pk? agent ask me 4 months time, if some one here has similar situation, please share, because if it is only scam,,, i go for study permit, instead of wasting time.
