Exactly. You have to convince them somehow that you are worth waiting for. See http://www.hrsdc.gc.ca/en/workplaceskills/foreign_workers/supperimm.shtml for info on LMO and AEO. Some jobs are exempt from LMO, see http://www.cic.gc.ca/english/work/special-tech.asp

You have to read the instructions on the BC PNP website. They will tell you what to submit. If you are still not sure, you can contact them yourself.

I will try that, but I don't think they contact you because of the work authorization and they need employee right away. As you said, you need to be real lucky to get the job offer but this is not usually the trend. Thats why they give you extra points for job offer which you can never really get unless your relative is the hiring manager.

If you are a low skilled worker, the law might require your employer to pay for your flights, interrim medical insurance and provide you with accommodation.

Employer has to apply for AEO if you plan to use the job offer for skilled worker fast forwarding and extra points or LMO if you are coming on a temporary work permit. A job offer for PNP goes by the rules of the PNP, for example in BC, these are the job offer requirements: http://www.aved.gov.bc.ca/provincialnominee/strategicoccupations/requirements.htm#offer and there is even a form at http://www.aved.gov.bc.ca/provincialnominee/strategicoccupations/documents/guaranteed_job_offer.pdf which the employer can fill out.

We process nominations in about 4 months and you can get a support letter you can bring to the Canadian Embassy to give you a visa since you are going to become an Immigrant, they will generally issue you a visa to wait for your PR status in Canada while working
