Hello. As a Portuguese citizen we can now apply for the work and tourist visa for 2 years, however, is it possible to apply for the work and holiday visa but not working for a Canadian company during that time? Is it possible to work as a "Digital Nomad" for a foreign company but stay 1 or 2 years living in Canada and visiting the country as long as we can prove we have the funds to stay in the country and health insurance? Thank you.

Assume you are referring to the IEC program which is an open work permit. There is no obligation to work for a Canadian company on the working holiday category you can work remotely for anyone anywhere in the world and still stay in Canada for the 24 months allocated for Portugese applicants.

You still need to have 2 years travel insurance and proof of access to 2500 CDN when you first arrive for the permit to be issued at the border but after that you are on your own to do as you please. travel , work or not work at all if you have the funds, nobody will check up on you. You should still plan to apply for a SIN though which will allow you to work should something come up in Canada and is likely easier to get when you first arrive.

Just to clarify here that above only applies to the working holiday category. The Young Professional and Coop IECs you would be obliged to work for a Canadian employer given that is the condition of those programs .
