My parents are tibetan refugees in Nepal. Their legal status is shown by their refugee identity card. They don't have a passport nor a travel document. However, we want to invite them to canada under supervisa. Can I apply for their supervisa without passport/travel document, considering that they meet all other requirements? The travel document application process in nepal is very lengthy and there is no guarantee for refugees. We hope to apply once we get approved for supervisa but I am afraid the approval will not happen without a passport or travel document.

They must have a passport. If they are refugees then how do they meet all requirements - travel history, funds, ties to home country, passport etc?
They need to have either a passport or travel document to apply.
It's not possible to apply with just a refugee card.
Thank you for your response. Yes, I can see the absence of right to travel being an issue. I wanted to see if application can be processed while we work on getting a travel document or if it can be done after.
