If the sponsor is a PR then leaving Canada for this length of time would have made them ineligible to sponsor. Have they now returned to Canada?

It depends on the case officer. But 6 months for funeral is a bit long in general. And brother in law is not really considered as immediate family.
btw she may not have health insurance coverage depending on which province she lived in. She should double check.
(e.g. in BC if she is away for more than 6 months in a calendar year and hopefully that's not her first year to settle as PR)

It will be up to IRCC. It may be or it may not be.
