I was in the same boat in 2020 (before draws completely stopped for a very long time). I missed a draw by 1 CRS point. I decided to improve my CRS regardless. I look back and think about what if I hadn't worked on my CRS back then? I lost age points three times after that pause before I could get my ITA. My friends who never did are only regretting not doing so.
This is an opportunity cost problem. Do your best and expect the worst is the safest immigration strategy. #foreverhopeful is for gamblers. If you have a mid level IELTS score, giving IELTS again is a no brainer.
I got my ITA on the very same day I gave my IELTS again. I don't regret giving IELTS again. I would rather be safe than sorry. CAD $150 is nothing for you if it makes a difference, given the PGWP expiry headache.
