Why does the bank declare some one as a tax resident, help is needed please

Dear all,
Why do banks ask or declare someone as a tax resident and does that change any thing with regarding to the actual status with the CRA?

For example someone who has no money in a account and hence no income and is declared as per the bank records as a tax resident, does this make the applicant a tax resident regardless of the actual status with the CRA??
in other words, does the bank recorded status superseed the actual CRA status and if so does the applicant have to file the returns based on the status with the bank and not the CRA?
