I’m CEC as well. My AOR is Feb 4th and BG is still in progress. So same case. I don’t know why it takes that long to process.
Okay so generally the PNP cases tend to take longer. Mine is an Ontario PNP case too, and from what I have heard minimum time it takes for a PPR request is 6 months. Obviously anything beyond that is also possible considering which visa office you case file has landed on. I applied in March 2018 and I am still on IP1 so I am not expecting to hear anything before December.

Any idea how to get hold of an agent while calling from outside of Canada? Mostly the call gets disconnected while connecting to an agent.
I am afraid I do not have any idea about that. But if you wish to have ati report you can fill up a form and apply for it. That way you'll know at which visa office your case file is at the moment, and what work has been done on it so far.
One way is to check your CIC profile online
2nd option is to call CIC helpdesk

3rd option is to request CSE case specific enquiry.
4th option is to request GCMS notes
No other way to know what's happening in Visa office with status your case file.
Then it’s gonna take a while. Minimum 6 months. Provincial nomination cases take longer.
