Ok so now you know the reason for delay.......it is nothing serious.....just have a bit more patience.....keep smiling...... :)
 
I landed on December 20th 2014, and today I got the lines in ECAS about PR card, even though they are dated January 28th. The status is In Process but the lines inside say the application for PR card was approved and will be mailed or if quality assurance is required I will have to pick it up at a CIC office, what does it mean?

Usually, something positive happens quickly ( within 2-4 weeks ) after receipt of such mails from CIC.

I hope so. However, a friend in this forum told me the security check is dealt with by CSIS department and it would cost them 8 to 12 months to complete this check. Does it make sense?

It does make sense since Security/Background checks starts simultaneously with other operations & that's why Medical Exams are valid for 12 months, I guess. Within this period of 12 months CIC somewhat tries to collects the necessary information and other departments perform background/security checks etc.

If so, how could CiC issue PR within 6 months under the new EE rule?

CIC doesn't commit to issue a PR within 6 months in Skilled Immigrants Express Entry system rather expects to process most applications for permanent residence through the Express Entry system in six months or less after it receives a complete application.

The application may be delayed because of criminal or security checks or if they need to do more background checks, if family situation is not clear i.e. a divorce or an adoption that is not yet complete, or child custody etc, if they need to verify information or want to have an interview with the applicant. request and does it mean i passed the elligbilty ? and how long it would take to get ppr after medical request.

The best way to know the condition of your eligibility is to order your GCMS. My medical results were received around Jan 6, 2015, and I am still waiting for my PPR. Good luck!

1) No, MR does not mean you cleared Eligibility. It is parallel process .But it assure you are one more step closer for PR
2) For your 2nd Q no specific tie line defined . It depends case to case . Other criteria like Security , criminality also play crucial role when you will get PPR
