Who gives you ITA in Express Entry?

In PNP you get invited by a specific province, and you may directly land there and live if you choose to.

But who invites you if selected through Express Entry? Is it federal government itself?


Context (after receiving PR) :

Universities in Canada differentiate admissions to their programs based on In State and Out of State applicants.

So if you get PNP through Ontario province that makes you In-state student for all universities/Colleges in Ontario, hence you will pay less fees than out of province students.

Then what about Express Entry?

TL;DR How do universities determine if you are In-State/Province or Out of Province Student when you apply to programs after getting PR through Express Entry.

Whether you are in or out of province is determined by where you are living.

It has nothing to do with how you got PR.

But i don't understand one thing. If you get picked up through EE, it's basically by the provinces themselves right, THEN why do they have separate PNP, given that there are already in demand noc profiles in EE pool itself?

Also in EE, do specific NOC matters or all (O/A/B) are treated same and selection is just based on highest CRS score?

I'm not sure I understand your first question. Provinces have some programs that run through EE and some that don't.

If you are applying for EE FSW or CEC, then the NOC doesn't matter as long as it's A/B/0. It's based on score.

I live in AB and got a Nomination through Alberta Accelerated Tech Pathway to PR program. Once they issued me the nomination, they sent it to my Federal Express Entry Profile, which boosted my score from 350 odd to 950. The next federal draw I got an ITA from IRCC, as the score was well above the cut off for selection.
