Which Visa office to send PP?

Folks,

I received PP request for TRV and i was wondering if anyone has suggestion on which Visa office should I mail the pp to? LA or NY?
I don't know what is the track record of either of the two consulates in terms of pp processing and i was wondering if anyone with info or knowledge could help me out.

I'm sending to LA office because there's a saying that LA officer is faster than NY office.

But we do only need to put one envelope with postage for them to return two passports right? (I applied with my spouse, too)

I sent it to LA as well. General consensus has been favoring the LA consulate more comparing to NY just because of its fast processing time.
Yes, you can send your and your spouse's pp+request letter in one envelope and add the paid return envelop in it as well.
