Where or whom to send biometrics receipt after paying online?

You should use the webform to submit the biometrics receipt. (https://secure.cic.gc.ca/enquiries-renseignements/canada-case-cas-eng.aspx)
Make sure that you state your application number, client number, and include identifying information for the PA (full name and date of birth). Make it as clear and easy as possible for them to find the application to link your provided your receipt to, and it will hopefully improve the speed at which they process your application.
