Where and how to submit my passport?

I’m an applicant from Montenegro.

I got my “Passport Request letter” on dated -01 November, 2019

But Podgorica/ Montenegro VFS is no longer accepting passport after on dated -04 November, 2019 Monday

Today ( 04 November, 2019) I went VFS Podgorica but they were not agree to accept my passport and not co-operative even to suggest what we can do now? where or how we can send the passport?.

I cannot go out of Montenegro by myself because I cannot back without passport. please advice me what I can do now?
My questions are as followings :

1. Where I need to send my passport to IRCC for visitor visa stamp?
2. Do I need to pay? ( As previously the guy from VFS/ Podgorica told me it is free but it’s also ok if I need to pay)
3. How much and how I can make the payment?
4. When approx. I can get the passport back?

I will be very much more grateful if I get your answer ASAP time because my life became in very tight schedule. Thanks in advance dear all.
