When exactly I am considered PR? After PPR/CoPR or Landing?

Help needed!

I got my PPR a few days back and waiting for CoPR, now. I'll land in August this year.
My younger brother just got admitted into a university there in Canada for masters (Fall this year) and now applying for Student Visa. So while that, he is being asked by CIC if he has any relative with a Canadian citizen or PR.

So my question is, can he mention me as a sibling with PR? or technically I'll be PR only after landing?

Officially, your PR status begins after you land. If you land in August, it means you'll become a PR in august.
