When does the CEC processing time of 13 months start

I was wondering when the supposedly CEC processing time of 13 months start? Is it from the day application received at CIC or the day AOR is issued? Looking forward to your valuable input.....

Also keep in mind that:
-13 months is not a service standard, it does not mean that all applications are processed in 13 months.
- It does not reflect processing times for new applications,
- it IS historical data (based on applications submitted in 2013-14) for 80% of applications (meaning, 20% are taking longer than 13 months...)
