I don't know what you mean by you can't. You either withdraw or you pay and not attend classes. You're not going to be allowed into Canada without a visa.

gpa regulations I mean. there is a some threshold for gpa, If I withdraw from all courses, I will be kicked out simply.

From the information you have provided you have two options:
1. Get of letter from your school deeming it necessary to enter Canada for in person classes. Book a flight and hope the CBSA officers let you in.
2. Withdraw from your program and college/university
