What should I change in a new request to get SP after refusal?

Hello! I need your advice. I hold a bachelor’s degree in Information Systems of economics, business and management. I’ve been working as a Software Introduction Specialist in the IT-company about 9 years.
Now I am accepted studend for one-year International Business program of Red River College in Winnipeg, Manitoba. However I've got a refusal for Study Permit with this explanation: "HOF completed university in 2008 in BA in Info Systems in Economics and Business. Wishes SP for one year Post Grad diploma in Business. PA employed as Software specialist from Dec 2007. I am not satisfied PA BF student as already completed degree in similar course".
So what will be better to do to get study permit: change a study program or try to explain in detail why I need International Business?

Fact your degree included business and your post grad also is business as well whether international or not is probably the issue as well as the time since you graduated. Maybe you need look for a different course such as project management. People with a business admin degree might get the same response trying for a business diploma unless was towards a masters level
