Will the IRCC Question me for choosing a Diploma after a Bachelor's Degree?

Since you have PAL and LOA you have nothing to lose. Just don't understand because you don't even have the grades to get into a graduate certificate program at a college. You keep saying Masters but not taking one. IRCC will look at your grades. If you have an engineering degree now and cannot find work, not sure how a diploma will help. You need a strong SOP. Assume this is for next year.

it is actually for this year, am hoping to get a work permit after this diploma to get a job in canada or any other country, I thought that a graduate certificate is a master's degree. it really is an investment even am hoping to get a job at an oil company in my home country (third world nation) certificate from the west are valued more than certificates here

could you give me some pointers to write a strong SOP. I already wrote one and mentioned that this program is not in my country and i need it to be qualified to higher certificates. I also mentioned that I have ties to my home through property and assets

It is July. You have to apply this week with LOA and PAL. Cannot help with SOP. If you are single, you don't have ties. Have to show how an engineering at a oil company can't get you a job but a diploma will. You need to complete first program before you can take a second program.
