What rationale to provide for hiring TFW?

I am about to submit LMIA application, but confuse to answer this question" Provide a rationale for the job offer you are making to the TFW and describe how this will meet the employment needs.?

You have to explain why you'd like to hire a TFW. Make sure to mention that there will be no lay-offs of Canadians, PRs for that matter

I am filling a LMIA form and in numbers 6 and 7 of section 5 it stated:
1) what is the expected employment duration and I answered 24 months and it asked
2) why does the employer require the TFW for this duration?

Please can anyone help with a favourable response that will be of help to my application?
