Hello,

What is the longest time it could take for a PRTD to get processed?

My father applied for a PRTD electronically in October from Rome. He applied on Humanitarian & Compassionate grounds because he couldn't come to Canada since he couldn't get a passport from his own country of citizenship. He also could not fulfill his residency obligation because of that.

It's been 5 months, and still nothing. The visa office is saying that his situation is complicated and that COVID-19 is prolonging the wait time.

Does anyone know the maximum amount of time someone has waited for a PRTD to get processed? Waiting without a date becomes very exhausting after a while. It would be great if there was a processing time.

He couldn't get a passport for over 3 years? There are no time frame for H&C applications.

No. First the country declared a state of emergency for 2 years, not allowing anyone to leave unless they had special permission, then they blocked the passports of several million people for another whole year for political reasons.

That's disappointing to hear. So basically they can make my father wait for over 2-3 years? He has a valid reason for not fulfilling the residency obligation too, with proof and everything. His PR isn't even expired yet (expires in May), the only issue is that he doesn't have a valid passport.

PR status is not the same as a PR card. Doesn't matter if you have a valid PR card what matters is whether he has met his RO. IRCC has to examine his case, the evidence presented and see whether he meets his RO. This can take time. He knew his passport was expiring so could have returned to Canada if he feared getting a new passport would be difficult. PR card does not replace a passport.
