With due respect on you, so far i know:

when we apply PR inside Canada applicant , our file process by Nova Scotia OR Ottawa. so DM comes from Nova S/Ottawa



same as when you apply Citizenship application ( form CIT 0002 E ) , you should send your file to Nova Scotia .

AOR/IP/FP/DM comes from Nova Scotia immigration officer.

but citizenship test + oath comes from local office .

As already correctly stated, grant citizenship decisions are made at the local office level by "Citizenship Officers," subject to Ministerial review in certain cases, referral to Citizenship Judges in residency or presence cases, or Federal Court review if leave is requested and allowed.

But yes, there are certain decisions which the CPC in Sydney, Nova Scotia will make. I mentioned one in my previous post (issuance of citizenship certificates to persons who are citizens by descent). There are others, like the decision to issue a new PR card.

It may be also possible that in some cases reasons for rejecting the application are sufficiently apparent on the face of an application a NEGATIVE decision, rejecting or denying or otherwise terminating the application, might be made at the CPC in Sydney, Nova Scotia. While there have been NO reports indicating the occurrence of this, it might be possible where, for example, an applicant is clearly prohibited (such as where GCMS shows the applicant prohibited due to criminal conviction, revoked citizenship, applicant subject to Removal or Departure Order, or such).

So the fact that someone's GCMS shows a DM apparently by the CPC in Sydney, Nova Scotia does not contradict the well-known fact that any decision made to grant citizenship will be made by a Citizenship Officer at the local office.

Moreover, there is a local office which processes citizenship applications in Halifax, Nova Scotia, for those applicants residing in the area for which Halifax is the local office, and of course a Decision Made in their case will be made at the local office in Halifax, Nova Scotia.

AOR: the AOR comes from CPC Sydney, Nova Scotia once the application has passed an initial screening, which in large part is to screen the application for completeness and initiate collateral processing like the RCMP and CSIS background checks. The completeness check, however, also checks to determine if the application meets the basic requirements -- for example, an application which on-its-face shows an applicant falling short of the presence requirement should be identified and rejected at this stage (if the applicant under current requirements declares less than 1460 days actual presence, for example, IRCC will terminate processing at Sydney -- I suppose that in such a case the GCMS notes might indicate a DM, based on a decision in Sydney. FP: assuming this is in reference to Fingerprint requests, these requests can be issued by either CPC Sydney or by the local office; they may be issued while the application is still in the custody of CPC Sydney requesting FPs to be sent to Sydney, or the request may come from Sydney with instructions to submit FP to local office, while in the meantime the application is transferred to the local office; but a FP request can be issued almost anytime during the process, and it is not uncommon for the local office to send FP requests before test and interview, at the interview, or following the interview. Thus, FP may come from either the CPC in Sydney, Nova Scotia, or it may come from the local office processing the citizenship application.

DM: there are various decisions which can be made in the course of a citizenship application; in this forum most references to DM are about "DM" populating a field in the applicant's copy of the report generated by GCMS, indicating a positive decision has been made the the applicant will soon be scheduled for the oath, or a Citizenship Officer's decision to deny the application (if the reason is a negative finding as to residency or presence, this decision results in a referral to a Citizenship Judge). This DM is made by a Citizenship Officer at the local office level.
