Better is relative. The NDP wants a 1% immigration target (compared to the 0.8% or so now). They also want to make family reunification the top immigration priority.

They also want to create an Express Entry for children:

They also want to increase the number of spousal P/Rs:

So, while the NDP would increase the immigration caps by approximately 25%, they would be giving more and more of the slots to those in the family class, and depending on how many people are willing to sponsor refugees, the rest of the slots could largely be taken by them. Germany is taking on more refugees than we currently have total P/Rs per year. "No cap" is a big unknown.
If you have relatives in Canada, this can make immigration much easier for you. If you don't, there's a good chance this would result in higher express entry scores.
Harper places his emphasis on Foreign Skilled Workers. The NDP wants to emphasize family class.
