Applied to sponsor my common law partner (with the use of a representative) in December 2019. I called CIC to get an update on the app’s processing and the automated message says that eligibility check has not begun but they are doing a background check. Reading through this forum I thought eligibility check usually come first. Can someone explain why it’s opposite now or has it always been like this? TIA.

in the call center they do not have complete information on each case.
