WES: Why can't only Transcripts without degree certificate be evaluated?

I have submitted university certified degree transcripts to WES for evaluation. Why WES need separate certified copy of Degree as all the details are already available in Transcripts.

Any suggestions please.

Different courses have different certifications. The degree is the final documents that confirms you have completed and passed the course. You will need to send Wes your passing certificate or convocation as part of the evaluation

I don't have convocation certificate.
Is it acceptable to give passing certificate instead of degree certificate?
