Do we need to upload the scanned hardcopy post ITA or the soft copy that WES sent should be ok?

In both cases you appear to be providing soft copies, not sure what your question means. But as long as you upload a copy of the report from WES along with the degree certificate you should be good.

I uploaded WES evaluation and my degree. There is a help button (a question mark) next to the upload option click on it and it will tell you exactly what needs to be uploaded.

Mine's still in process. See there are two ways to go about this, either upload whatever they exactly asked for or upload more than what is requested. It wouldn't hurt you if you provided additional info, in some instances it helps but it also makes your application lengthier than necessary.
