You can send it to Ottawa. There is no problem with it. Because all CEC applications are processed at Ottawa.
Just send the PPR email + anything they asked for.

Hi Shri,

you have to provide photos for all the family members. I called VFS, all family members are not required to be there, anyone can submit passports to VFS but while collecting you need authorization letter to collect passports.

Hi all,

I sent an email to CHC, Delhi whether I can send PP with the letter got it from Ottawa for stamping.

Got reply that we should send PP where our application processed.
They suggested that travel to Ottawa or send thru someone with the authorization letter.

Sent email to change VO on 21st June.

Let me wait.
