Tom - this is certainly no inside view, just a mere observation on what is available on this forum.
On April 30, 2012, both Berlin and Belgrade VOs were closed and files subsequently transferred to Vienna. This must have caused a huge delay in processing, because the open files from all three VOs now had to be sorted as if they had arrived at Vienna from the start (this is in accordance with OP-manual 1 - section file transfer).

Before this happened, Vienna was pretty fast - there was a FSW1 MI-3 applicant (without job offer), who was issued a visa within less then 6 months (since intake at CIO Sydney/NS) by Vienna VO. If you look at the family class until early 2012, processing times were rather short, too. Then processing slowed down tremendously according to your Fam-spreadsheet, and was virtually nonexistend in economic classes.

This leads to my assumption, that they reorganized themselves since may 2012, and have now a huge Vienna-specific backlog to deal with in addition to the regular CIC-backlog.

I agree that this is one of the MAJOR for their delay in processing, but that cannot be the main factor because as of late 2011 early 2012 many of the VOs around Europe closed down and their files and work got sent to another one (they got combined) for instance London VO is responsible for Channel Islands, Denmark, Falkland Islands, Faroe Islands, Finland, Greenland, Iceland, Ireland, Isle of Man, Norway, Sweden and United Kingdom; nevertheless, they're not a disaster like Vienna VO. I really hope that it's a seasonal issue and that within a short while they catch up to the rest of the VOs :(

Mere Observations are what are keeping us alive here my dear friend and yours was the best so far because logically it explains some things. :)
Truth is that Vienna was talking to people till some time in April. I remember that Even Europe was notified about her husband sometime in late march or April.
So yes your assumption does make sense! :)

Ok!! Oh my God.....It's aliveeeeeee! Vienna answered today!

This reply came in 4 days after our case specific inquiry about our wedding last week

Here is what we wrote on our case specific:
Enquiry: Dear Sir/Madam I would like to inform your office that on October 18th 2013 (10/18/2013), my common Law sponsor XXXX XXXXXXXXX and I, wedded in Greece. We are now a married couple and also the proud parents of a baby daughter (XXXX-XXXXX XXXXXXXX who was born Oct 2nd 2013, as we have already notified your office. Could you kindly contact me in case you would need any additional documents. Also please is there anyway you might inform us as to the progress of our applications?



And here is what they answered today! Which is better than nothing (They never replied as to my case status anyway)

Dear Ms. XXXXXXXXX,

In reply to your below message, please provide certified copy of the official marriage certificate -with translation.

Subsection 16(1) of the Immigration and Refugee Protection Act, 2001 states that all questions pertaining to an immigration application must be answered truthfully. The applicant must produce all relevant evidence and documents that the examining officer reasonably requires.
The information and/or documentation we have requested must be provided to us within two months of the date on this letter. If documents have been requested, please provide originals or certified true copies. All documents not in English or French must be accompanied by a certified English or French translation.

Tom and Newpal thanks for warm welcome, i am doing fine , traying to concentrate now at my job,
Tom that is good news that they answer back to ask for marriage certificate, send that paper ASAP , cuz you are in Q now, until they are getting that paper
I rembered last year in this time my hubby had the interview m and in November they asked for militaty booklet, and in January to renewed the medical , they didint asked for Police certificate , but we send one, and also after 2 weeks they asked for Passport to mail ,
I hope all of you guys by end of this month will get some great news,

I can also verify that vienna is alive as well. I did a case specific inquiry yesterday. And they answere this morning to confim my AOR.

The application was transferred form the Case Processing Centre Mississauga to our office in Vienna in April 2013.

Applications for permanent residence in the Family class (spouses) - category may take 12 months or more to process. However, this is an estimate only. Processing times may vary, depending upon whether any additional documentation or an interview is required, the time required for medical examinations and changes in workload at this office.

For a long time Vienna didn't even answer case specific inquiries so I think it's at least a small sign that they are alive :D
 
Yes they are alive I advice all of us to check E-cas mail, Junk maybe something will come soon :) :) :)

Muby you are right , check junk folder , E-cas,
Guys you know that Canada open cosnular in Blegrade, Bosnia, and Kosovo, that means Vienna is focusing now more in FSW, and sponsorship ,
the rest offices are for Tourist Visa, but i read in one article that Canada is focusing more in FSW Visa, cuz , that is expensive one , and they are bringing business in Canada
