You have already applied so 2 year gap will mean nothing for now. You still have time, at least couple months before you can finally decide to either go ahead with January or to defer with Fall 2021. You may get a decision before the deferral deadline as well.

I applied for the study permit this morning but my university is HEC montreal and for quebec, we need to attach our CAQs as well. On my CAQ the dates are from november 1st, 2020 to 1st july, 2023. So, If I defer to september 2021, will I have to re-apply for CAQ and then submit a fresh application for the study permit?

If international students are not allowed to travel and ircc wont issur study permits then colleges should stop giving out offers, can't give students false promises

I don't think students can travel until they're allowed or one is a american citizen.
