USA visitor visa

I came to toronto on 22nd August on PR family class visa. At airport they said I ll get my PR card in mail within 6-8 weeks, but some people said it takes 3 months to get PR card.
Question here is If i dont have PR card and i want to visit USA in a mean time whats the chances I ll get visa ? or is it better to wait for PR card please let me know. I have Pakistan Passport so visa is required to enter states.

You will still require visa to enter USA even if you have PR.

Also you will not be able to board a plane back to Canada unless you have your actual PR card in hand, or a special PR travel document received from a US visa office.
