As she is already in the US the issue is likely going to be the processing time, the fact she needs to arrange for biometrics and that she is applying from outside her home country all can affect the processing time so odds of approval whilst in the US seem low.
To apply for a Canada visit visa an applicant needs to have a strong case for why they want to visit, applying from outside home country complicates this as need to be convincing will leave Canada at the end of any visit. Given she is not a legal resident of the US but just a visitor with no guarantee of reentry then seems leaving back for the Phillipines would be the expectation at end of any visit.
Even should a Canada visa be issued there is no guarantee given purpose of visit she would be granted a 2/3 month stay at the border plus of course no guarantee that the US will allow her entry back into the US given her previous restricted entry/reason for entry.
Ensuring leave the US on time and returning to the home country to wait out the time might in the end be the only option, returning to the US for the January wedding hoping the US allows her in again.
