Every principal applicant and his/her accompanying spouse/common law partner is required to pay a Right of Permanent Resident Fee (RPRF) in the amount of $490.00 CAD (or $490.00 USD).

The RPRF must be submitted to this office in the form of a money order, certified cheque or bank draft payable to the “Consulate General of Canada” in USD OR to the “Receiver General of Canada” in CAD. NOTE: Fee paid at a financial institution in Canada or fee paid online is not acceptable.
The RPRF will be refunded if for any reason you do not immigrate to Canada.

On the RPRF, I paid on my initial application $1040 which included the RPRF which I paid online and still have acopy of the receipt. On this section of the letter for PPR it says fee paid online is not acceptable. Does it mean I have to pay another $490 to LA office and do I get a refund for the one paid, which was done online ?
 
Holy crap... yes, someone please clarify. I paid mine online through the website as well.

The grand total, if it's just ONE person being sponsored and no children, is 1040. So no you won't have to pay again! :)

Kiri just called the CIC office they said I should disregard that info and do not have to pay again.

You should be fine because CPC-M can process the online payment you made and reflect it as already paid in your file before it even gets to LA. The generic instructions on the LA website apply only if you hadn't paid it upfront.

People who choose not to pay the RPRF upfront with their initial application and instead submit it later have the option to send it directly to some VOs. The reason the generic 'fees page' on LA VO website says not to pay it online because in-Canada and out-of-Canada systems are different (FOSS vs. CAIPS/GCMS) and therefore the LA VO wouldn't have access to the online fee payment system to see that you paid and apply the credit to your file. For spousal sponsorship cases, you have the choice to pay it online upfront and then CPC-M will credit it to your file; other classes of applications work differently and have to pay the VO.

I wish you the best of the best!!!!! I m still to sent the papers to my husband. I was told my FBI records should be here next week and I'm debating whether I should send him everything now and send my FBI records to him as soon as I receive it in the mail.

Someone else just reported having the channeler version of their FBI record being rejected. To be safe, I'd suggest that you order a copy from the FBI directly now so that if they do ask you for them, you will have cut off some of the waiting time. It will cost an extra $18 to do so, but it seems a modest price to pay against the risk of a 3+ month delay in the process.

I'd second computergeek's advice .. when we applied, we debated whether or not to use a channeler, but ended up waiting for the actual FBI record/report just to be on the safe side. Now with at least a couple of people reporting that the channeler reports haven't been accepted, I'm glad we did.
