I understand that they have the right but I feel like unless you "catch" them, for example, you interview someone who is a friend/family/work colleague and the person says they have never told them they were married (outland application) or if you pay a home visit and there is just one person's life at the residence (inland application).
CIC does not contact or conduct interviews with friends/family, nor do they do surprise visits during the application phase (or even if they did, many outland applicants are living in different countries anyways).

There is practically NO WAY AT ALL to have definitive proof a relationship is a MOC or not. Unless the application package happened to include messages between sponsor and applicant stating exactly that, or if they openly admit it in the interview. Obviously this doesn't happen. So the only way to weed out potential fraud cases are to look for red flags or things that are outside of what's considered normal. Lots of it I'm sure comes down to the gut feeling of the visa officer.

Without trying to rub salt into a wound you are right. The mp does not have any special authority to reopen the case. Telling people that is not correct and misleading. The mp can only ask that they are sure they followed all procedures.
They are best to concentrate on preparing an appeal.
Its amazing what happened when you contact your MP...All of a sudden people work...believe you me contacting your MP gets a fire lite under someones butt..our cases want touched for 9 months and within a week of getting hold of the MP things started happening and that was after a lot of emails...phones calls etc...

CIC do both inland and outland surprise visits. You can read about the cases on Canlii. One case that comes to mind is the CIC's surprise visit with both husband and wife not home. Instead their supposedly sister who turns out to be a cousin with psychological disorder is home and tells the CIC officers that the husband is living with his ex-wife.

generally speaking, IRCC is not going to do surprise visits on a couple just because they submitted a PR application. there needs to be something substantially wrong with the applicaiton for that to happen.they may do "surprise" visits on applications where the applicant is in canada illegally, thus the need for further investigation (we've seen this before). i'm sure the stories on CanLii will show the reasoning for the visit had something to do with illegal status or some serious red flag in the application.

Very true.
Add to that, we don't know if money has changed hands between applicant and sponsor, plus the Sponsor has a history of marrying people on a whim and sponsoring whilst later divorcing them. Major Red flag, repeat offender or as Russians say "compulsive marrier"

Do you think that's a reason, so hard she needs an MP to help her out or live in Morocco for a bit and reapply in two years

I imagine they are extremely rare. Makes more sense for inland, where requirement of the app is sponsor and applicant are living together in Canada.

Surprise visits would be useless in many cases where the PR is in Canada and applicant in home country (like this one).

Only reason I know about these surprise visit cases was because someone from Canada came to Vietnam to live with his wife couple days ago. His wife wasn't home but he was and he said they asked him questions and took pictures of his apartment. I hinted about toothbrush and he said his wife is a doctor and was doing night shift so her toothbrush wasn't at home. I was curious as I never heard surprise home visits so I explored deeper and reading some of the cases on Canlii was quite interesting.

It seems most visits are when both spouses have made it known they are living together. You only read about the ones that went to appeal but I'm sure there are successful house visits too that wont be heard about.

Definitely agree it seems rare for CIC to visit houses but wished they'd do more of it especially our house. But yeah it boils down to having the budget for it.
