Urgent PR card renewal

I submitted my PR card urgent renewal application on completion of 738 days in Canada but it has been 16 days since they received my application and I cannot see the application status online. I have to travel on 18 July 2014 with my family, seats are booked but seems like I won't get my card by then. i am worried. Can anybody tell me what should I do? Engaging a lawyer for getting it processed urgently at this stage would work?

If you have a visa for the US you could land there and go across that way. If not and you are away long enough you could apply for a travel document as soon as you land. Not sure what the processing times are. I am seeing 3-4 weeks.

No, a lawyer can't help you in this situation. The only thing you can hope for is that they don't question your actual residency. You applied, according to what you wrote here, with only 8 days 'buffer'. If you were even off a little bit, then you could be in for a long journey to get that PR card in hand. I am guessing you have had extensive travel. If you have a lot of stamps in your passport, or not a lot of data to back up your claim to 738 days, then expect they might not renew your card on an 'urgent' basis.

Just remember they can always look back at the previous 5 years to verify you meet your RO. When you leave with your family on vacation or whatever it is you are going to do and then apply for a PRTD to return when you are ready, will you be able to look back 5 years from that date (when you apply for that PRTD) and say you still have 730+ days in Canada? If you can not, then you might want to seriously rethink your 'urgent' travel.

Furthermore, I did my Masters in Canada during the last 730 days, submitted my children's last 2 yrs canadian schooling record, my full time employment history in canada and, the last 2yrs CRA income tax assessments. I feel this should be enough for urgent processing. Isn't it?

It's just that you only had 738 days in Canada that is going to perhaps cause an issue for you. You will obviously have to wait and see, but the way CIC has been recently you might not get your urgent processing.

Agreed. Urgent processing seems to work better for those who have well over 730 days of residency. Those who have close to 730 days of residency seem to often be refused urgent processing - and if anything, their file is more closely reviewed to ensure they really do meet RO.

No - unfortunately it's not possible. You can only apply for a travel document from outside of Canada.

How does CIC determine one is qualified for urgent processing?

I have lived way over 730 days in the past 5 years, and I provided travel information with the application. For whatever reason, my application is still being processed normally.

It seems it all depends on the immigration officer to allow urgent processing, if he is satisfied.There is no set criteria for this.
