HI,

Thanks for looking at this. I applied visit visa for my In-laws now Father and Mother in-laws got their Visa's but brother in law who is 17 and listed as a dependent on application was refused. He has down syndrome and is fully dependent child, who cannot be left alone back home.

Refusal ground is Ties to home country.

Background - He has two sisters - One is my Spouse ( Canadian Permanent Resident ) and other one is in states - ( Citizen ) now with refusal he is the only person left behind back home. I really want him to come visit us and have no intentions that he would over stay.

What can we show to prove ties ?

Previously submitted
We had letter from his school stating him as fulltime student
A note from Doctor stating that he will not be burden on medical since his condition does not require any medication or emergency visits to doctors.
Had shown return ticket for him

Please help... Any input will be highly appreciated.

Unfortunately it's not unusual for people in his situation to be refused since it's difficult for them to prove ties. Generally speaking, when someone is relatively young, with few ties to their home country, typically no job, and little or not travel to countries requiring visas - refusal is unfortunately quite common for that age bracket.

How long a trip did they request?

Just an opinion (and others can confirm or dispute it), but with both sisters and your in-laws travelling, IRCC probably feels there are no ties to the home country. Whether they intend to go back or not, they likely feel there is a significant risk of overstaying in Canada. Get the GCMS notes from IRCC before you re-apply to address the concerns they have. I suspect it will be difficult.

I agree, trip was requested just for 2 weeks

Humanitarian grounds don't factor into visitor visa decisions unfortunately. You need to overcome the reasons for refusal when you reapply - likely through providing stronger evidence of ties to the home country.
