I want to know which university or college programs are best to enroll in for work permits currently? Graduates of which programs get work permits easily and quickly these days?

Have you done any research? Google - PGWP and see what programs are eligible for a work permit. There is no quick way. You get admissions, PAL, justify costs with career progression, show ties to return home and jobs availability. pay tuition and show minimum $21k.

I know, but work permits are not being given to all students who studied from Canada... I wanted to know which ones are the safest bets these days

Again go on the PGWP site and look up eligible programs. Masters and degrees are eligible. Maybe healthcare. If you have post secondary already then you have to expand on current education. There is no safe bets. It can change tomorrow.
