Hi everyone!
I'm a long time silent follower of the forum.

I have looked all over, and no post seem to have a concrete answer for whether waiting in Canada for a PR as a visitor counts towards pre-PR time.

Can anyone clarify?

What is a temporary resident?
A temporary resident is a foreign national who is legally authorized to enter Canada for temporary purposes.

A foreign national has temporary resident status when they have been found to meet the requirements of the legislation to enter and/or remain in Canada as a visitor, student, worker, or temporary resident permit holder. Only foreign nationals physically in Canada hold temporary resident status.

IRCC processes these applications under several categories:


Basically, all foreign nationals holding study visas, work visas and visitor visas are all Temporary Residents. The 3/5 rule states that TEMPORARY RESIDENTS can claim pre-PR credit towards citizenship. This includes those in Canada as Visitors.

Thanks, I was curious about this. But I wish a visitor's RECORD counted. I had one active for two years prior to PR. Still have it in my old passport ( it was valid when I landed). The US doesn't require a visa to visit.
