Conjugal isn't an option. You'll need to go the common law route (or alternatively she will need to qualify for PR on her own through an economic immigration stream like express entry). To go the common law route, she can try applying for a TRV and if approved, come here and live here with you for a year. If the TRV is not approved, then you would need to live with her outside of Canada for a year.
