Are there universities which accept English as medium of instruction in Undergrad uni for Master in Engineering admission in Canada?

You should ask the university directly.

It is directly on them what they accept. However, sometimes VO does not recognize acceptance to the university without IELTS results. Some people mentioned such cases here on the forum.

No you need IELTS. If your 1st language is not English. You definitely need a IELTS.

There are some universities, but for masters they wont accept u without IELTS, from which uni u have done bachelors

If university issues u such certificate then u must try ur luck, but dont have hopes too high usually pakistani unis are not recognized in canada so chances are very slim,,good luck
